If US goal is to smear China's reputation, I would say it is pretty successful. Suddenly China has to defend itself from genocide accusation. The way I see it, the west bought the accusation, the muslim countries bought it but stay silent, the rest of the world probably don't really care.

If the goal is to contain China, then it is a mixed result. The west probably never thought that China will fight back fiercely. For EU, this is probably a shock, but for the US this is probably a good news. The US managed to drive a wedge between the EU and China. EU and China are the biggest loser here. The question is how the EU will react. How EU react will decide how big the losses are for both China and EU. If EU retreat to just rhetoric, then this loss will be small.
