As for reaching out to opposition faction, in some countries such as Myanmar, China reach out to both. Granted this is not done in all countries probably due to lack of necessity or man power. As for NGO most are Western funded, cultivated by State Department if not the CIA. If you've to insist on cultivating NGO is a gov job, then China need to have an intelligence service actively meddling in foreign countries, seeking to regime change gov not align with China.
