This kind of fake accusation is nothing new under the sun. Over the years, fake accusations were thrown at less well known people, from CCTV anchor to low ranking officials. They went to court that drag on for years, with nothing resembling evidence ever produced. People forget about the cases, the accused were acquitted but damages were already done. The accused lost their job, reputation damaged, they were assume guilty until proven innocent.

This time the accusation is thrown at a high ranking official just before the 20th national congress. The political motive is glaringly obvious. If Peng has a case, she would be backed up by opposing political faction. If no one back her up, she has no case, anyone backing her would be committing political suicide. If she walk into US embassy to seek political asylum like Wang Lijun did before the 18th national congress, then I believe she has a case.

Foreign opinion doesn't matter, they've no influence in Chinese politic. If they have influence, China will be in deep sh!t trouble.
