In general, I agree with you that the truth of whatever happened is probably somewhere in between the two possible extremes. Peng very likely thought being a high official's mistress would boost her opportunities, and might even have initiated the relationship, but she should have expected that such an arrangement would lead to all sorts of complications. At any rate, all parties involved should have forseen that the US would instantly take advantage of the situation for propaganda purposes, that 500 million is only the tip of the iceberg.
