Stiff engineers are perfect for building the infrastructures, 7nm semiconductors, agricultural breakthroughs BUT not geopolitics. It's like asking a nerd to MC a dance club. The reply should be easy. "Pelosi is a nobody, she can visit Taiwan all she wants but it is not going to change anything." That is the reason why engineer Xi is the worse leader in times like these.
