He is an embararassment since day one.  The Wolf Warrior style is nothing but a barking dog with no clue what's going on.  It is a tactic with diminishing returns.  Even on individual interactions, we don't shout down our conterpart to get what we want even we have a lot of griveneces.  Seems like Zhao Lijan is just an immature person with huge ambitions but with zero sophistications and understanding of geoplitics.  He is like the Stephen Miller or Peter Navarro of China.
