The risk may be extremely low, but parts of the very last LM-5B core stage launch landed in a village in Africa last year. And if the risk is very low and it's a big fuzz over nothing, then why do other nations bother to control their larger bodies descent these days? The risk for them is also very low, but they design the margin necessary into their stages to make controlled descents.
