You can't have your cake and eat it too, motif. You can't claim that the risk of damage from de-orbiting is "extremely low" and then at the same damn time say that this metal pipe couldn't have possibly landed without damaging people or property. And BTW, you never addressed how that thing could have gotten there if not having fallen from the sky. Some CIA African operative dragged that thick 12m metal pipe to that location, right? Or maybe drove it in on a big rig? How about the villagers? Who paid them to keep their mouths shut, and if they were paid, where's their new Mercedes? Or their new TV sets?
A whole village needed to be paid off. The logistics are not easy, but I'm sure you have the scenario worked out in your head, yes? :D
