But again, to be fair to india, just like what happened to China in the early coronavirus days, there were so many uncertainties and unknown, mistakes are bound to happen. Just like it isn't fair for the west to judge China on early corona virus response, I think it is also unfair to judge indians in their early response. After all, Modi probably see what China did in Wuhan, and implement lockdown nation wide. I myself never thought that move actually sent the millions of migrants going back home and spread the virus. I overestimate the poor Indians capabilities to withstand the economic impact of the lockdown. I never thought their savings couldn't even last them for a week before mass exodus happened. It is eye opener for many countries with similar economy and demography as India.

As for mass testing, for poor countries with huge population like India, it is a big challenge to do it completely. Even the rich country like the US has problem doing mass testing in the early days. I think it is too late for India to do mass testing anyway, it is useless to do tracing when the cases have already exploded. The best thing India can do is to make masks mandatory, and physical distancing as much as possible while hoping for the vaccine to come out soon. More people will die for sure, this is like war, you have no choice but to grit your teeth and fight it through while withstanding cuts and blows that will surely come at you. Expecting them to test a billion plus people, or to provide ventilators for millions of patients are like expecting India to become superpower overnight.
