Migrants often work in lo value added stuff like making toys but wuhan is a heavy industry town making steel, cars...and require more skills and usually they hire people of local residency.

Another mind boggling thing: Bihar&Uttar pradesh have a combined popn of 370 million and they're literally  the poorest and the2nd poorest regions inside a poor country. How would they handle returnees spreading covid19?
