Wuhan without permission. If any person has issue of livelihood the local government are to take care of it, the Chinese government didn't have a single doubt that it could be done. These were people leaving Wuhan for home town on Jan 21, two days before lock down, four days before CNY. The virus was detected spreading from previous day of 4 city/town to 13 that day. Migrant workers are always attracted to city with more opportunity and CNY always trigger massive movement of people within China.
