China locked down a couple region, while India locked down a nation. India also has less resources than China to deal with the effect of lock down. Indians are also less trusting of their own gov than the Chinese, that's why even though there was lock down, millions migrants still broke the lock down to return to their villages. Trying to stop those millions of people are like trying to catch all the ants. And yeah, Indian officials certainly less capable than China, there is no surprise there. That's why I think it is unfair to expect india to perform the same as China. At least Modi took covid 19 seriously unlike trump or bolsonaro. For that we must give him credit.
