One needs a elaborate 'Transfer Function'. And for a society,it is complex but could be glimpsed by how the society responded to shocks like natural disasters such as earthquakes or man-make disasters such as large scale wars. Chinese do not fare badly at least we had 2 revolutions(self correction) though for a large nation internal divisions exist.
