I understood that Mr. Rangel's motivation for proposing a reinstatement of the draft was to ensure that young people from ALL socioeconomic strata would have to serve in the military, not just those from the lower ones.The well-to-do in the US have showed themselves singularly unwilling to contribute to bearing the burden of the defense of the American Way and its freedoms, this so-called war on terrorism, the 'spreading of democracy in the Middle East', etc, etc, and blah-de-blah. So, I think Mr. Rangel is dumb like a fox. He knows that the elite will have none of the idea of sending their precious offspring to die in a hellhole in some desert.
