Hmm, sure, that sounds like a fair solution.

People will want to be in the military only when they perceive it to be used properly, with a balanced risk/reward structure.

When people deciding when and how to use military has no personal stake in the military, and has no prior military experience to back up their decision, their decision will be second guessed upon. That will destroy the incentive for qualified people to enlist, and destroy the enlisted men's desire to stay. And in short, spell the doom of the all-volunteer military.

A limited draft is what US really needs. It will make more people pay active attention to all issues relating to military. An all-volunteer military is fundamentally no different from the mercenary troops. Mercenaries join for glory and/or money. While the volunteers join to "serve the country", and/or for the professional training and benefits. Based on the experience from all nations in the past that relied on mercenary troops, US should reinstate the draft as soon as possible to avoid their fate.
