Otherwise we'd be seeing something so valuable on all Russian, Chinese, and Indian warships. The HHQ-10's seeker is IIR so it definitely has a latent capability for surface targets if it isn't already intended for such a role. The cueing could be done by any surface search radar on board the ship. The actual acquisition of the target is done by the missile itself prior to launch, or even after launch IIRC, like the RAM. IMO any missile with an IR seeker has or can be modified via software to have an anti-surface capability. Even SARH missiles can have an anti-surface capability, like ESSM and SM-2.
