Naval forces will still be needed to deal with submarine intrusions, harbour infiltration attempts, etc. and will still need smaller combatants for these roles. Moreover, so-called "green-water" warships might need to be forward-deployed in case of an overseas conflict. So a substantial green-water fleet, more than just a few boats, is still necessary.
