They are accusing the Chinese of being cavalier with their rocket launches and not taking debris into account. There are claims that parts of the CZ-5B module hit land in Africa. They cite other incidents within China in the past where debris rained down on villages downrange from rocket launches and killed people. I expect these articles to appear regularly many more times in the future since China obviously isn't going to redesign the CZ-5. This makes me wonder why China didn't pay more attention to this both historically and with the CZ-5 rocket design.
