Debris will always fall from rocket launch. The debris fallen from the last CZ-5b has to do with a large surface area, high speed but light object; so it broke apart easily and the trajectory might be difficult to predict. The us space shuttle launched likely also had problem with fuel tank de-orbiting.

Overall that last CZ-5 launch was a particular case, it was for testing certain HW
