The other doctor reported it in Dec 27 causing the CDC to send in investigation team in Dec 31. This guy only warned about it in his private chat group, it was leaked by other people in his chat group. It appear he wasn't certain about what the virus is, he wrongly said it is SARS. But it is a a new coronavirus that is way more contagious, although less deadly than SARS on case fatality.

China CDC investigated in less than a month of the first reported case where it's still a totally unknown virus with no casualty and no widespread infection yet. The problem is the first team of expert made a mistake in their assessment, they assessed it as low contagious, low fatality, easily containable virus. I wonder are they even qualified to handle such outbreak. It was the second team of expert that made the correct assessment that trigger the strict containment policy in Jan 20.
