was detected yet, the mortality was low enough it need more infection to show. To them it’s an unknown virus. Of course test kit was still under development, so they probably couldn’t know the true scope of outbreak yet.

And if they’ve the impression it’s like SARS, they’d think it’s a slow moving, low contagious virus, and may not have reach human to human infection stage yet. Worse still if they thought that like SARS the new virus would not be contagious without symptom. Consider previous two coronavirus outbreak, SARS and MERS, especially MERS. Even by Feb when I posted here it’s highly contagious, people here still have disbelief. So saying it’s SARS not only is wrong, it may be counter productive.

As for why he didn’t report it, he was a ophthalmologist, he probably was uncertain about the information obtained else where.
