You should ask the PLA source but I have read that the former USSR carrier did not make efficient use of the available space.
The report also said that, learning from experience with the Liaoning, the designers of this new carrier "have made improvements". Maybe, the Chinese designers ARE using THEIR heads!!!
The Russian designers and someone on the CMF were/are NOT "using their heads": The Ronald Reagan is about twice that of the Liaoning in displacement but carries almost 3 times the number of aircrafts!!! The law of proportionality does NOT necessarily hold in this case!!!
