A paper published earlier this year describe the requirements of a new "high performance fighter" as:

1. Super long range + high maneuverability to carry out deep penetraion and conventional air combat.
2. Full spectrum all aspect stealth, including IR stealth.
3. High payload for sustained combat.
4. Strong situation awareness and EMW capability. Avoid detection if possible and achieve first look first kill if not.
