The Moskvas suffered from bad seakeeping but quite a few navies during that time built helicopter cruisers (Jeanne D'Arc, Vittorio Veneto, etc.) and Japan of course had multiple DDH classes. PLAN would need to counter USN subs in any conflict scenario and although its ASW is improving, it's still not as good as it should be. With the induction of the Z-20, PLAN seems to be getting a decent ASW helicopter for once. Should PLAN order a few larger surface combatants that could carry 20 or so helos (and some drones too)? They probably wouldn't require fancy Type 346 radars and could get by with a modest VLS, CIWS, and a main gun meaning they might not cost much more than a destroyer even if they displace 20000 tons but could hunt subs within the first island chain esscorted by an 054 or two. They could also carry out minesweeping the way the Moskva's helicopters did in the Suez Canal.
