He was in a higher government position so his  retirement payments are quite a bit. He also has a British paspport.  His children too.   He and his wife still prefer to live comfortably in HK in one of those luxury apartments around the Quarry Bay area. In fact they bought several apartments many decades ago when it was cheaper.  They can easily sell the apartments a million USD plus each and move to anywhere they want. They are one of the few lucky ones. All his children went to school in the UK and came back.. All have good jobs and own their own places in good areas in Hong Kong island.
