Of course it was assume Hu didn't know what his top aide did behind him. After Xi started his term, he warned that corruption after the 18th congress wouldn't be tolerated irregardless of faction. Some of these people ignored his warning, even defied some of Xi's demand to investigate illegal activities, they thought Xi won't last more than one term.
