Corruption started to run rampant since the 80s when ZZY carried out reform, including cutting military funding, asking the military to fend for themselves by running buisnesses. Many poorly thought reform caused corruption to run amok leading to the TAM. Jiang was tasked to clean up the whole mess, while getting the reform back on track. He managed to rein in the military's businesses, but in the 90s, it's either prioritise reform or prioritise corruption check.
