That is the breakthrough to 14nm and 7nm..  Currently,  22nm is good enough for most applications.  Smartphones and other high end devices benefit from 14nm and smaller with  the current situation, I believe China can overcome this hurdle within 5 years.  

By 2024, China is expected to consume 45% of the world's chips.  Spending billions into semiconductor R&D is definitely the obvious way to go.
