Hu assume CMC chairman from 2004 to 2012. The military was more corrupt in the 90s when military budget was heavily cut, projects scrapped, military asked to run business to fund themselves. Jiang put a stop to running business, restart projects, in particular the SSN/SSBN development, funding J-10, got Varyag across Bosporus strait etc. In Hu's era, corruption is not limited to the military, it's a wide spread phenomenon. Xi also has to tackle corruption outside of military. Hu has a kind of hands off approach, maybe because he doesn't have a strong background.
