Don't underestimate the ability of the USN to get in close.

You can point out that unmanned systems can substitute for manned warships, but this is not entirely true. Although drones can carry out patrols, they can't stop suspicious ships. You might say that is the Coast Guard's responsibility, but in wartime smaller vessels need to be forward deployed like the US PT boats in the Pacific War. Blue-water ships aren't everything, especially in shallow waters, and Type 022 is still useful.

I would go so far as to deploy small harbour defence boats equipped with a 30mm gun, some MGs, and one or two anti-frogman GLs. They would be cheap to build and crew, would not need elaborate EW equipment or SAMs, and could be forward deployed to overseas bases to deter saboteurs.

Some of the decommissioned 056 should be retained as training ships or sold to foreign navies.
