I heard there was internal struggle between faction that want to focus on company's profitability by focusing on making lower end chips and faction that want to focus on R&D on newest chips regardless of costs to the company. Is that true? To be honest, if that is the case, I could see the merit in both arguments. But it seems the Chinese gov already decided to pursue self reliance despite the costs.
