They've the full intention of making first and second stage reusable since the beginning, and were still committed at that time, when the reusable second stage adding legs, heat shield, low power engine was put on the drawing board. The second stage engine restart in v1.1 was part of the reusable mod. Further development test of the second stage had been attempted on May 21, 2013, but ended in abort. So what if they deemed additional mod are too expensive and give up, leaving the second stage with only controlled re-entry.It's useless to argue with you and I'm going to stop here.
