Here is your quote from Wikipedia:

In other words, "intended" to develop and "initial concepts" don't mean they actually started developing any kind of second stage reuse with actual hardware or modifications to existing rocket design. This is further reinforced by your latest quote which mentions NOTHING about the 1 minute second burn of the second stage as anything related to development of a second stage reuse capability, whereas my links clearly state the Falcon second stage was designed to de-orbit in a controlled manner without ever mentioning that this was some kind of outgrowth of a more ambitious reuse capability.
