Just because the US is suffering from political and economic problems does not mean the US can't fight. The PLA was still a force to be reckoned with during the Cultural Revolution. Americans have control over the global financial system, and lack 'ethnic homelands' that can form the nuclei of separatist movements (rural America is mostly white with the exception of blacks in parts of the South and Mexicans/Hispanics in border states, otherwise most nonwhites in the US are almost entirely urban which makes them easier to suppress in case of uprising).
