it was after Trump withdrawal from TPP in 2017 that RCEP started to become more relevant. In Mar 2019 meeting in Cambodia, they agreed to intensify the engagement for the remainder of the year so that by the meeting in Vietnam at the end of 2019 basically everyone has finished their negotiation except India. Thailand and Malaysia already urged the deal to be signed leaving India to negotiation in future round, It was Japan insistance on waiting that the deal wasn't signed last year. India or not, the deal couldn't be signed before 2019. By this year, Japan would probably give up.
