Since 5G will be backwards compatible with 4G, then the basic operating system should be the same, just that could be more functions aka modules to make that run inside the complete O/S.The network could still work with TCP/IP version 6 I believe, but got to ask a real engineer here.
However a quick google search tells us that 5G will have different protocols too, hence the O/S must be updated to handle that.
