Could a British or American be an HKPD cop at the time without knowing Cantonese? And wouldn't any Britisher on the job for so many years have learned Cantonese by now, especially considering he would have been working in an investigative body? How possible is it for a foreigner to work at such a position for a long time without understanding the language? Is this a common thing?
