ZTE actually paid the fine already. All they needed to do was to satisfy the requirement of reprimanding certain staff members and withholding bonuses from those staff.

Now ZTE smartphones are cutoff from US chips and most importantly from the Google Play Store. Who would use ZTE smartphones if they cannot buy apps from the Google Play Store?
