Presently the hindu army still need to import significant amount of foren small arms(and even rifle ammos if I remember right). Well,who should be blamed? The follow parties or entities could be blamed:

1)The congress party

2)The hindu armed forces

3)The BJP

4)Hindu ministry of defense

5)the leadership of Dr.Dodo or hindu military R&D establishment

6)The collective body of hindu rank-and-file scientists and engineers

7)Hindu 'social construction attributes'..(well, u can see that 'race' is just 'social construction' according to the PC crowd)

To the BR kind,(1) is favorite but increasing untenable bcos the BJP is in power and is equally interested in importing foren arms.

Next come (2) and (4),said to be corrupt if not treacherous. But what's more damning: having incompetent research institutes or treacherous generals? Seems the BR tend to blame the generals

Then followed by (5),Dr.Dodo

But hindu scientists are seldom criticised, WHY?  The answer is very simple:1) hindu scientists are psychologically phallic symbols of supposedly hindu racial 'excellency'  2)Nehru family members,hindu generals or decision makers are a smaller group and are easier to be targeted. So blaming hindu scientists and engineers is like admitting sexual impotency

Honest to Allah, I think the real reason is improper BR self-perception and lack of long term planning and prioritisation
