I suggest China announce publicly, due to provocation by the US, China should resume reclaim more reefs and expand further on the existing "islands" and starts reclaim Scarborough Reef or Shoal 黄岩岛 as fast as possible. At the same time, reinforce the existing fleet of Coast Guard ships at the vicinity and get ready to collide with any new attempt of provocation within the 12nm. PLAN warships should stand by at a distance and let the Coast Guard vessels to counter the US ship. 

China needs to respond in kind and strong or else others such as Japan & Philippine will follow the US action immediately.
