The US is just using the insecurity feeling of those nations to find presence in Chinese borders. But in the end, without economic muscle, there is not much the US can do to stop Chinese influence over there. The Americans today are different than the Americans in the cold war. Their diplomatic strenght is relying on military. I doubt that can help them at all in competing with Chinese money.
