Second, the civilian transports do not have the defences or crew training of PLAN ships and would have to quickly take on cargo and personnel at staging areas, any such atypical movements would be noticed by the US pretty quickly. Third, I specifically made mention of ships with well decks, this is going to be in short supply in the case of STUFT.
