Yep, SH was seen at around 170 km altitude while ND was seen at around 70 km altitude One tell tale hint is to compare the Pudong Airport against Gandhi Airport. Pudong airport (6.5 km) should be twice as long as Gandhi airport (3.2 km). But in the NASA photos the Gandhi airport is twice as long as the Pudong airport (talking about the bright light of both airport, not runway). Another tell tale hint is the width of Huangpu river is much narrower than Yamuna river. So this is what it'd look when both are viewed at the same altitude. ND light seem to be dimmer, and it lack the matrix of highways in SH.
