Penghu already has a port at Magong, no reason to geoengineer one. There is no need for such a small step when it is possible to land on Taiwan Island itself like Zheng Chenggong did. The Taiwan Strait is deeper than the SCS, the only plans to "bridge" it involved undersea tube tunnels.
