from the keel up as they require hundreds of km of piping, big steam boiler rooms, precise power requirements, etc. Similarly, EM cats need power cables, transformers, electric motors, flywheels (or whatever) to store the juice, etc., and also precise power requirements, which will be different from the power needed to boil steam for the steam cats. So you would also need to know the power output of the engines beforehand, how many additional diesel/gas turbine generators, whether it will be COGAG, CODLAG, or IEP. The power output would in turn influence the design of the screws, the shape of the hydrodynamic hull, and of course the standard/max displacement. All that starts from the keel up.
