The event was a "Solidarity Day" parade, also known as the "Chinese Humiliation Parade," to protest the Japanese invasion of China.
The parade was one of the largest Chinese demonstrations ever held in the United States, with an estimated 12,000 to 15,000 participants.
To ensure a large turnout, Chinese-owned businesses in the city, including many laundries, closed for the afternoon.
The women in the photograph are part of a group of about 100 women who carried a large Chinese Nationalist flag during the parade.
Spectators threw money onto the flag as a way to donate funds to aid China in its war against Japan.
