For Gold Apollo case, my two cents is that Israel created a shell company in Hungary, then contacted Gold Apollo and paid Gold Apollo for license to make the pager according to Gold Apollo design and the right to use Gold Apollo brand. Gold Apollo clearly didn't do much due dilligence to check their partner's background, probably because it is an obsolete tech. Never in their wildest dream that Israel would used it to kill people.

For walkie talkie case, I suspected Israel of creating shell distribution company, and bought the Japanese walkie talkies, which the Japanese company claimed that it already stopped making that model years ago, from the market, probably from retailers with surplus.

Later they modified them and sold it to unsuspecting Hezbollah. Hezbollah need to check the company they bought it from. It could be another Israeli front, or paid by Israeli, although the company could also be duped by Israel with big discount so that it didn't even care where it came from.

Now I bet they might not even trust their TVs or toasters.
