I have no idea how they can justify it and get away with it. Cash is still the legitimate official form of payment. How can they reject it? Here in Indonesia, the state owned company that manage the highway tolls also required cashless payment. Ridiculous how even state owned company can reject cash payment. At least in China, the government still officially ask sellers to accept cash though many ignore the rules it seems.
