industry in the future. Other countries not so much. Maybe the West have factories setup in India and manucfacture the latest chips for them. I don't thnk India has the capability to create its own chips even by 2030 using its home-grown tech. Semiconductor industry is very complicated. It requires lots of hard science knowledge and R&D experiences smashing together. No nation is willing to share its tech to others. Russia might have the capability though because it has a good foundation in science and development.

I don't think China need any chips from the West or Japan in the future. It will have the full capability of developing its independent chip industry from the ground level up including software  in couple years.

China used to be one of the pioneers in semiconductor industry. When it ran out of money in the 1970s, it stopped all the projects.  Now China have no choice. It is forced to resume its projects.
