China need to invest a lot more on building the new hospitals and graduate more doctors to serve the people. It is always supply and demand. My country started the program about more than a decade ago, it didn't work very well. It is always underfunded due to many factors, many people refusing to pay the dues for once, and many good hospitals also refuse to serve the patients who use the system because the payments from gov could take months. Those hospitals who join the program tend to be poor hospitals and also they are milking it by overcharging every thing. Now the system has a huge debts and they starting to cut the benefits and raising the dues, making people and hospitals even less willing to join it.

China need to learn from Singapore in providing public services. Frankly, I think China need to do survey every year on professions that are lacking in China and just give scholarships to people who want to study that professions until the supply can meet the demand.
